VACANCY ANNOUNCEMENT

Finance Department, Government of Sindh, invites applications from interested candidates for the following position purely on contract/market basis under special pay package (Sindh Domicile):

Education Qualification & Experience

• MBA (Finance)/MSc (Finance)/CFA/CA or equivalent from a HEC recognized university.
• Proficient in the use of MS Office particularly Excel, Word and Power Point.
• Minimum 5 years post qualification experience in relevant field.

Age Limit: Not exceeding 35 years.
Domicile: Sindh Province.

Job Description

• To assist and provide support to the Debt Management Specialist in disposing off his day-to-day functions and report him to all official matters.
• To be responsible to formulate policy on the main sources of debt-foreign and domestic.
• To provide financial analysis to inform loan negotiations and debt repayment decision.
• To provide timely advice on the desired currency mix and tenor or new borrowings to the loan negotiators.
• To comprehend the functioning of domestic and international capital markets as they relate to debt management and of the public policy responsibility of a provincial debt manager.
• To maintain a liaison with key stakeholders within the GoS as well as in the Federal Government.
• To manage debt-related transaction and perform all other functions.
• To provide comprehensive statistical support and prepare key periodical reports.
• To demonstrate sound appreciation of the full range of financial risk and exposure arising from the debt portfolio and translate it.
• To perform duties assigned by the Debt Management Specialist to facilitate the working of Debt Management Unit.

General Instructions:

1. Position will initially be appointed on a contract basis for a period of two years, which may be extended for an additional period of two years, subject to satisfactory performance appraisal by the competent authority.
2. Applicants must have a Domicile/PRC (Form “D”) of Sindh Province.
3. A competitive, market-based salary package will be offered to the successful candidate.
4. Applicants currently employed in the Public Sector must submit their applications through proper channels, accompanied by a “No Objection Certificate (NOC)” from the competent authority of their present department/organization.
5. Only short-listed candidates will be invited for test/interview.
6. No Travel Allowance (TA) or Daily Allowance (DA) will be provided.

8.
